Considering that the last 1-4disc seems to allow the bubbles to show through,

one disk at the end of the pattern?  Otherwise, what's a good way to fill in the
space around the bubbles?

A key part of what I wrote is "more likely".  So it's a good thing to put
"important" elements, like the pattern, earlier in the file, but it's no
guarantee they won't be overdrawn by coincident features.  So it's not
sufficient[1] to move the background to the end, and hope it doesn't
overdraw the bubbles.

I'd like to introduce you to a little family of primitives known as 'ndis'
(pronounced "endisc", whenever I read messages to myself out loud).  Ndis
is the results of taking a square, and removing a concentric circle from
it. Something like this:

+-+
|O|
+-+

Except the circle touches the square on all edges.  So the diameter of the
circle equals the width of the square.

What this means is you can take your code for the bubbles:

1 16 -5 0 -4 0.25 0 0 0 0 0 0 0 0.25 4-4disc.dat
1 16 -6 0 -5 0.25 0 0 0 0 0 0 0 0.25 4-4disc.dat
1 16 -5.50 0 -6 0.35 0 0 0 0 0 0 0 0.35 4-4disc.dat
1 16 -7 0 -7 0.25 0 0 0 0 0 0 0 0.25 4-4disc.dat
1 16 -8 0 -9 0.25 0 0 0 0 0 0 0 0.25 4-4disc.dat
1 16 -9 0 -8 0.35 0 0 0 0 0 0 0 0.35 4-4disc.dat

Copy'n'paste it, and change all 'disc' to 'ndis' (change the color, too).
You've instantly simplified the remaining background by an order of
magnitude.

1 0 -5 0 -4 0.25 0 0 0 0 0 0 0 0.25 4-4ndis.dat
1 0 -6 0 -5 0.25 0 0 0 0 0 0 0 0.25 4-4ndis.dat
1 0 -5.50 0 -6 0.35 0 0 0 0 0 0 0 0.35 4-4ndis.dat
1 0 -7 0 -7 0.25 0 0 0 0 0 0 0 0.25 4-4ndis.dat
1 0 -8 0 -9 0.25 0 0 0 0 0 0 0 0.25 4-4ndis.dat
1 0 -9 0 -8 0.35 0 0 0 0 0 0 0 0.35 4-4ndis.dat

Here's a bit of the fill-in:

4 14 -5.25 0 -3.75 -5.25 0 -4.25 -5.75 0 -4.75 -6.25 0 -4.75
4 13 -4.75 0 -4.25 -5.25 0 -4.25 -5.75 0 -4.75 -5.75 0 -5.25
4 12 -5.75 0 -5.25 -6.25 0 -5.25 -5.85 0 -5.65 -5.15 0 -5.65
3 14 -5.15 0 -5.65 -4.75 0 -4.25 -5.75 0 -5.25
4 13 -5.85 0 -5.65 -5.85 0 -6.35 -6.75 0 -6.75 -6.25 0 -5.25
4 14 -6.75 0 -6.75 -7.25 0 -6.75 -6.25 0 -4.75 -6.25 0 -5.25

You'd probably want to change the colors...

Steve
[1] But it's been done a few times, I think.
