That looks like a set of fabuland "saddle bags" to me, IMHO. They were used with some of the motorscooter/motorbike things (24 years ago, 1-May-00, to lugnet.cad.dat.parts)

Found this on a flee market. Its colour is some light brown. I think I have seen that colour on some Fabuland part, but I'm not sure. Also, I can't find the colour code in the LDraw FAQ. I'm looking for LDraw part #777pxx "Flag on flagpole old" with U.S. flag pattern (I don't know if there ever was such a part, though). I don't remember seeing this one done before, so here's a rough version. I've neither put in the interior vanes, cleaned up the BFC issues, nor inlined the subfiles. I'll get to those. Ergh.
