Currently the animation is done within LD4DModeler. Upon export a Ldraw
file is generated for each frame, these will be converted to .pov files
using l3p and finally be rendered using povray this is done via one file
but all the others are included via a for loop :)

I have plans for, real, single pov file export but this is tricky if I
don't want to do L3P's work of conversion. I have to reparse the L3P
generated  pov file for this. I am also considering plugin support so
people can add custom per frame operations upon export (e.g. adding
stuff to the generated .pov)

For background image and things like that I am going to rely on include
files, supported in upcoming L3P version. Also adding lights while be
supported soon.

But for now Beta 3 is only about LD4DModelers animation features, export
will remain the same for now (except for one added feature, export of
the preview itself).

I am not into flash development at the moment so I don't realy know what
you're aiming at. The component I'm writing for the timeline displays
the actions like 'blocks' on a grid. You will be able to edit these
blocks much like the blocks of movie clips in a movie editor like
Premiere. The preview used is the 3D preview already in Beta 2.

Will the LD4DModeler engine be doing the actuall animation? Or will it be

animation.  I ask this becuase if Ld4DModeer will be doing the rendering
then how will it handle the static backgrounds?  Or will it?  I think this
is the MOST crucial point for future ldraw based animations.

Making a minifig move one a plain black background is easy. But putting a
static scense (like what forester provides) and then trying to animated the
minfig is IMPOSSIBLE right now.

So I would hope that the idea of placing static backgrounds or scenes or
other stuff be included in LD4DModeler.

Also will the timeline provide a way to see the animation in real-time?
Does not have to be high-quality image just enough to show what the movement
will be like.  I'm not sure if you are familiar with flash but perhaps a
look/feel similar to their timeline would work for your application.
