I'm not sure where to go with this one. Generally, parts like this go
into Minifig Accessory. But this part isn't exactly minifig scale.

I don't think so. Typical primitive files only have an optional line
at one end. Check out this image from 2-4cyli.dat:

This is with optional lines forced to always render. Notice that the
right end of the cylinder has an optional line, but the left end does
not.
