The Parts Tracker (or PT) (or Tracker) (or whatever) is a system running on
the ldraw.org server. It has some webpages, which start at
<http://www.ldraw.org/library/tracker/>.

Eventually, all regular[1] part authors will have a login to the PT, and
they'll submit their files themselves. People without a login (some people
only do one or two parts, or don't want to mess with the PT themselves), can
email their parts to parts@ldraw.org.

Parts are posted to Lugnet to share with everyone, and to get feedback.
Frequently, people post parts on Lugnet that aren't fully developed
(mock-ups), but are good enough for use.
Parts sent to parts@ldraw.org are considered for inclusion in the library,
and are reviewed for accuracy and quality.

Yes, if you want to contribute your files to the LDraw Part Library, you
have to submit them directly to ldraw.org.
