Hy Bill,
In the toolbars you will find three buttons showing grids with different
spacing. They define the step width when moving parts and the rotation angle
for rotations. The coards one defaults to a step-width of halve a stud and a
rotation angle of 90 degrees, the finest grid allows very precise movements
and rotations with a angle of 15 degrees.
The step widths and rotation angles can be adjusted via the setup.
Another option is typing the rotation in via menu Edit/Rotate/Enter
