Ah, it sounds like it's not an NT issue, but a system issue.
But it is partially my fault. The install program is probably set to
always update the various system files (the default, and incorrect,
setting). I will make sure the install procedure only updates that
file (and the other system files) if necessary. I'm not sure if I can
tell the install program to continue if it can't update a file, but
I'll check.
I'll keep you updated on this.
