Elementary zoning, yes. Along the lines of a small town square, with
municipal and commercial buildings on the square, more commercial buildings
along a Main Street, and residential off to the sides. Factories may be a
problem if they come in before the residential and commercial areas have
developed. I hate to stick a factory way off in the boonies.
