How do i install LDRAW on a Win 7 - 64 bit machine?

Can MLCAD V3.3 be installed on Win 7 - 64 bit?

Just install them.  They should both work fine.

I'm puzzled, though.  If you honestly thought there was a high enough chance
that they wouldn't work that you felt you had to ask here, why in the world did
you get a 64-bit version of Windows?

As it happens, for the most part, 64-bit Windows runs 32-bit programs fine, with
the biggest exception being device drivers and Windows Explorer plugins (neither
of which work if they aren't themselves 64-bit).  But if you honestly believed
that 32-bit programs wouldn't work, then it seems like a bad idea to have gotten
a 64-bit version of Windows in the first place.
