I don't know what's wrong, but here's some more data:
I, too, only saw the bottom half when I clicked on it from the web pages for
lugnet.cad.dat -- my first thought was that the DAT content filter in the
ldraw.cgi script on the server was dropping parts of the content. My second
thought was that perhaps for some reason the entire model didn't make it
into the news message (a problem seen before, intermittently).
But neither of these seems to be the case. Like Steve did, I ran an MPD
splitter on the file (saved from an NNTP newsreader session, not from the
web interface) and got the following:

Loading up x22.dat into LDLITE (1.6), it all rendered fine -- except that
LDLITE said it couldn't find "shocksm.DAT" anywhere (and a couple other
newish parts that I haven't installed yet).
The missing shocksm.DAT file appears to be the result of an error in the
original posted content. That is, x22-sprb.dat & x22-sprf.dat refer to
shocksm.DAT but should instead (I presume) refer to shock1x2.DAT.
(Fixing this in the original MPD file didn't seem to help LDLITE render the
model properly.)
Anyway, one last thing I noticed -- if I fire up LDLITE fresh and ask it to
render x22.dat, it shows the whole model. But if I ask it first to display
the MPD file, and then the x22.dat file in the same LDLITE session (without
exiting LDLITE and restarting it, that is), then x22.dat does the same thing
that the MPD file does -- only shows the bottom portion -- sounds like the
result of parts-caching, which is great, but only if the parts were loaded
correctly in the first place.
So there is clearly something wrong in LDLITE's built-in MPD-splitting code.
On a hunch, I removed one of the comment lines in the middle of the
x22-body.dat portion of the MPD file,

and boy did the file display differently! -- not correctly, but it got quite
a bit farther. Curiously, removing ALL comment lines (except "0 FILE"
lines) resulted in a reversion back to the original problem. Sounds like a
state-machine parsing problem...?
