Conventional wisdom is that imprints of the form N-NN are present to identify
the indidual "well" in moulds that produce multiple copies of a part.
Considering that the matching grip is 2649, I think it is highly likely that the
part number for the grab is 2648, and you are seeing a combination of the part
number and the mould well number. Is there any spacing between the 2648 and the
1-01? Other supporting evidence is the proximity of this number to other 264x
parts that also first appeared in the 1991 Nautica sets.
If this theory is true we should probably see "2648 3-01" or "2648 1-02" or
situations where due to random assortment an individual set has two parts
numbered like "2648 1-01".
I'd go ahead and model as 2648.dat.
