That looks like a set of fabuland "saddle bags" to me, IMHO. They were used with some of the motorscooter/motorbike things (25 years ago, 1-May-00, to lugnet.cad.dat.parts)

Found this on a flee market. Its colour is some light brown. I think I have seen that colour on some Fabuland part, but I'm not sure. Also, I can't find the colour code in the LDraw FAQ. (...) That would be great! I have worked a bit on them myself. Here's what I have done so far: (URL) used two sub parts for the ribbed hose: end and segment parts. Look for "RIBD-END.DAT" and "RIBD-SEG.DAT". These are somewhat modified from Mark R. (...) (25 years ago, 1-May-00, to lugnet.cad.dev)

I'm thinking that the CyberStinger set "attack" action would be similar to the quick flip action you are looking for, but I'll have to take a look at one of them when I get home from work to be sure.
