Dave,
Have you already tried Bob Kojima's program "Bricksaic"? DO IT !! (There's a
link on the left side of lugnet.build.mosaic)
His dithering algorythms don't always give perfect results, but you don't need
that in this case ("nearest color").
I agree with Janey on the choice of colours: regular blue, medium blue and lime
green.
Bricks or plates is up to you: can you find many plates in lime or medium blue?
(I'd go for bricks...)
Always try to use bigger elements than 1x1: to tie baseplates together, to have
less pieces (less time to build), to keep the price down,...
Using a backing board is wise (I think 3x7 baseplates is too big to do it
without), even if you only consider that the mosaic should be transported (even
if it's only once). Choose a light material (MDF?).
