Have you tried the "Nearest colour" dither? I like the look it gives for
something like this---sort of "posterized". On this example, I find it cleans
up some of the "clutter" that other dithers give. It also allows you to use
some larger pieces than 1x1 as you'll get larger areas of a single colour. Your
piece count could be reduced drastically. Similarly, you could do a studs-up
mosaic of 1xN, and get to use large bricks in places, and then you'd have a
super-sharp mosaic.
You can also get a little whimsical and add colour in some places, like the eyes
here. By mosaicizing the image in sections, you can do a colour dither on the
eyes, and a greyscale on everything else, for example. This reduces the amount
of rare colour you may need, while still adding a stylistic touch to it.
