Just a bit more info to help confirm your theory-

I reciently came across and bought a few sets form 1996-
The sail and fly marina had a bunch of 1x1 round plates in blue, red and yellow
but only the yellow ones came on the sprue.  There weren't any extras but that
may have been because it required an even amount.

The other set was a small police car and motorcycle (speed trackers or
something?) anyway it had an extra trans blue and an extra trans yellow (no
sprues)

I always assumed that the "spare" came from the fact that they were all
manufactured in a pair with a sprue and you got both even if the set required
an odd number.  I assumed that they just found a way to pop off the sprue beofe
it got bagged.  I can only remember yellows and trans reds coming on a sprue
with certainty.  Hmmm hadn't rally thought about this until now.

A little side note I always saved those sprue and pretended that they were gems
and gold.  The gold sprue from the coins works great as a big chunk of, well,
gold.  Great for wild west gold mines.
