I think it has more to do with the height of the doors and windows TLC is currently using. When everything was built with 5-high doors and windows, the storey height was 6 bricks. Now that many sets have the new 6-high doors and windows (why? did minifigs get bigger?) the storey height is one brick above that, or 7 bricks.
