No they can't be a "mix of technic" since they are not technic compatible. I
mean, the holes are bigger then the technic beam holes, so they cannot used
to fit a technic pin..:-)

no. these are the same size as technic holes. (i'm comparing right now) the
difference is that the modern technic holes have a small bevelled "lip". thus,
a conector pin won't work in these, but the axles fit through fine.
