Quite possibly its simply the case that this part is not currently being
produced. (or on the list of "parts designers can use in sets at this
time") Peeron says the last time the arch was used in a set was in 2000.
Remember that TLC specifically said that they have been trying to reduce
the number of different parts (specifically different molds) in use at once.
