Is 8860 2 or 3 speed?

I was building 8860 Auto Chassis today:

and I noticed that the set looks like it was designed for three speeds
rather than two. The instructions put a plate on the gearbox that
limits the available gears to two. I noticed that the gears kept
jamming when I tried to free this third speed. What I want to know is
whether this is a design flaw that was just covered-up by making this
third speed unavailable or whether this car really was never meant to
have three speeds.

| (...) The gearbox has three ratios, but the plates around the stick shift only enable two at once. Two ratios are enabled with the "default" construction, while a different pair of two ratios is enabled when the 960 motor is added. This makes it (...) (26 years ago, 19-Apr-99, to lugnet.build)
