Well, actually, there is a 2 x 2 brick with an axlehole in the center of
the stud side:
Brick 2 x 2 with Pin and Axlehole

Just put a technic 1 x2 beam on the pin and it becomes 2 x 3,
unfortunately. Maybe you'll find it useful anyway.
