For example, on the lugnet.announce home page, http://news.lugnet.com/announce/ , the charter is on the right immediately below the blue section of the screen. It's not specifically labelled charter though. Now, I don't use the web interface myself so I don't know whether this is a place which would be seen if you were posting to a group! I've been noticing a problem which applies largely to newbies. Everyone expects new people to post to each group according to the group charters...but noone tells them how to find the charters.
