In the case of my local public library in Chesham (where I encounterd the
'blockage'), Buckinghamshire County Council.>

Now that the "Lugent" admin team has spoken, maybe you could ask a
librarian? They'd be more likely to know what sort of filters are in place
and what is likely to trigger them, since they presumably put the filters in
place.

I'd be interested in the answer for informational purposes (nothing more).
