I'm using Netscape 4.5 and I have set the cookie option to 'Accept only cookies that get sent back to the originating server'. However, I originally set up my account with (...) So, with cookies at least temporarily enabled (the control is over the request to save them on your machine, not to retrieve them) go to the setup screen ((URL) do the submit, with the "save a (...)
