Gurrk -- actually, there are a couple exceptions -- Hawaii and Alaska --
because of the very low relative populations.
But other than that, state divisions in the hierarchy are really irrelevant...
The only reason countries are relevant is because of markets, cultures, and to
a certain extent, languages.

Notice the Rock Island/Moline/Davenport group (one-third Iowa, two-thirds Illinois) and the Kansas City group (...) (26 years ago, 11-Oct-98, to lugnet.admin.general)
