You can create a new one by browsing to the C:\Program Files\LEGO Software\LEGO Digital Designer\ folder, right-clicking on designer.exe, and selecting "Send To..." followed by "Desktop (Create (...) There is a bug that we have dealt with that sounds similar--if a time for a Big Block is set below 0.1, so that all that displays onscreen is 0.0 in a block, it sometimes causes the program to become corrupt.
