I’ve had problems with the shortcuts as well. You can create a new one by browsing to the C:\Program Files\LEGO Software\LEGO Digital Designer\ folder, right-clicking on designer.exe, and selecting “Send To...” followed by “Desktop (Create Shortcut)”
