The part you were presented with just now is probably the exception: No other parts in the LDraw library should be scaled to other sizes than the ones they come in. But then again, (...) I think GMLTC typically looked for some amount that would cover the expenses (gas, budget lodging if it was a long way away from MSP, etc.)... 100 seems reasonable, maybe a bit more.
