This track should be able to work with a single light sensor.
One of my
concerns is if the light sensor will be able to identify the
color of the
ground when passing over it at high speeds

How about blocking the illumination LED and using the LEGO LAMP for
illumination?

The start/finish line will use a black line or a overhang
that anttenae
linked to a touch sensor  could hit ( as suggested by a prev.
post) I would
like the RCX to time each lap and adjust his acceleration/braking

This eliminates one more color/pattern for the RCX to look for, probably a good
thing.  How would this relate to determining winner of a race?

accordingly.  A signal from a RCX or the IR port will signal
the start of
the race.  I would like to log the laptimes on a database

The remote may also be good to use as an emergency stop.

It would be also great to have an overhead cam...

Another poster made a good suggesstion about accident
avoidance by using a
taillight and a light sensor on the hood.

In order to use one light sensor to monitor the track and tail-lights, both the
track and tail-lights of other bots must be in the same field of vision.  The
only way I can think of to perhaps accomplish this is to have the light sensor
far enough above the track that tail-lights from another bot can shine down at
the track.  Would that be possible solution?  If it is, lights could be shining
all around a bot to create a halo effect...

And still, that doesn't address two bots side by side and one experiences drift
due to different motor speeds.  But, combining the White-Gray-Black track
approach, only make that per lane... that might solve the problem, or at least
help to minimize it.  If the Gray was one of 3 "lane" shades, then a bot could
tell which lane it is in (or supposed to be in) and use that as an advantage in
the turns.  During a turn, it could "take a chance" at cutting into other lanes,
but be penalized if it causes an accident.
