Sounds like your looking to build a B unit.

“A “B” unit, in railroad terminology, is a locomotive unit (generally a diesel
locomotive) which does not have a driving cab, or crew compartment, and must
therefore be controlled from another, coupled locomotive with a driving cab (an
A unit).”
B units often had simple contols with a small porthole window to allow a crew
member to move the unit at slow speeds around the yard but needed a dedicated
control unit for road service.
