I suggest you skim over the past discussions, as this topic comes up
frequently, but I'll repeat my general reccomendations:
Call up S@H and get 4565 and/or 3225. There is also a slight bargain if
you get the controller and extra track at the same time, though you
might do better by asking on lugnet.buy-sell-trade for a controller.
4561 though is better than 4559 if you want a passenger train, though a
pair of 4559s plus some extra bits can be made into a decent train.
