Peeron has two similar, but slightly different train fronts listed:

Train front with what looks like a 4x3 opening

Peeron does not list any sets with the 4x2 opening.

I have a bag of parts from a partial 4563 (eBay winning) and it has the 4x2
opening. I also have another complete 4563 in storage that I have yet to
examine.

Was this part changed during production? Or are there additional sets not
listed by Peeron that have this piece?

The part was changed during production. There are two versions of the
instructions, at least for the crocodile and I think for the 4563 as well. To
the best of my knowledge this part was not used in any other sets, ever. Too
bad, really, as it would have been a nice part in other colors (it's large, but
it's not a POOP, as it would be difficult to make it out of other parts)...
