The spoked wheels in 396 are indeed the same as those in 390.  They also
appeared in white in 391 (http://guide.lugnet.com/set/391_1).  I am lucky
enough to have eight of them, all originated from the 194 Family set
(http://guide.lugnet.com/set/194) which had four of them in red.

About a year ago a thread popped up in lugnet.trains regarding metal rims
that someone in Germany had fabricated that snapped over these wheels.  See

I purchased eight of these rims and they work great - they snap right on as
advertised.

Here is a picture of a train I built when I first received them but never
finished:

I say it isn't finished because the front end is too light and it derails
pretty easily.  I used it as a static display during our last show a few
weeks ago.

There were also some larger (but not as large as the big spoked wheels)
wheels during the 12v era.
