I think the train was to be built using these black plates but then the
design changed to allow an electric light to be added.
On top of the boiler, instead of using the 4 black 1x1 plates with
horizontal clip and the 2 black town umbrella stands.
You mow end up with different parts left over which may be more useful!

I find it annoying that the stickers have the numbers 317, did LEGO not
realise that people may buy more than one set - they could have used
say 616, which placed upside-down would have been 919.
Also on the passenger coach 10015, why "HC514"?
On this set at each end on the balcony I have replaced the 3 black
1x1 round bricks and 1 black 1x1 round plate with part like the
umbrella stand (sorry don't know its correct description), and the
black cone upside-down at the top.
