The 4561 DOES come with the regulator, the 4565 DOES NOT.  The reason the
4565 is more expensive is that it has 966 parts as opposed to 645 in 4565.

I have both of these sets and they are both pretty good fun, each have their
own merit.  The 4565 is probably more fun because it has the loading station
etc.  The 4561 is one of the few standard trains you can run at full speed
in the corners (I can trust my young 'engineer' to test this for me).  A lot
of people will tell you that the 4561 sucks as it is juniorized, however it
still has a lot of good parts, and gives you a complete set to start with.

You should be able to get both of these from www.ozbricks.com.au.  You will
also want lots of extra straight tracks.  Don't get any curve packs to start
with as every set you buy has 16 curves and 2 straights.
