LEGO train set #4565 does NOT come speed regulator/control.  LEGO train set
#4561 does come with a speed regulator/control.  LEGO set #4548 is the speed
regulator/control.

If you buy #4565 you will need #4548 to run the train.  If you buy #4561 and
#4565 you will be just fine.  Because you can run two trains or more with
one speed regulator/control. Depending on how big your train layout and how
many train cars you run.

LEGO set #4565 is about $145.00 USD. and #4561 is about $130.00 USD.  I
believe  LEGO set #4565 is much better for play value more train cars and
more elements.  But for better value if you are new to LEGO trains set #4561.

p.s. If you find LEGO train set #4560 is the same set as #4561 but  #4560
does NOT come with a speed regulator/control. In other words if you get or
find #4560 you will need #4548 to run #4560 train.  LEGO set #4560 was or is
still sold in Europe.
