I was also a 12V fan at one time and ran into the same questions. It is
very unfortunate that set 7860 signal light does not exist in the 9V system
that you can just pick from SAH. Power to a line can only be cut off using
the points and are a DIY to hook up to a motor and polarity switch (no 7859,
7858 or 7863 stuff). You can run more than one train but only one circuit
is getting the power. If you have 12V set 7856 points, that is what you
will be dealing with in the 9V 4531 points with ability to cut power. They
will do the job of a 7860 but without lights or something you may connect to
the transformer. Many people on the group have ways of modifing 9V ones to
act like 7859 and 7858 and that is something you might look into.

The only way power goes out is through the 9V 2x2 conducting plate and wires
can set above or beneath. I'd say the best action IMHO is to use Technic
polarity switches (sets like the 8480 space shuttle came with these or try
Pitsco). Someone recently posted photos of such a setup (HELP out there! I
forgot who!) and it looked great! It can provide you with the help you need
to give your lights and any non-train motors the power they need to function
and have trains running and turn whatever off or on. Hope this helps.
