Not exactly...
I suspect it has less to do with like/dislike, and more to do with existing
resources. Personally, I think the black and blue engines both look quite
sharp, but the colored parts that make them unique already exist in my
inventory (except the twelve 1x1 bricks with handle, but I figure a plain 1x1
can sub pretty well).
I'd even venture a guess that the green, grey, and brown color packs are
slightly more desirable (among Lugneters, not in the general pop) than the
engines themselves. I suspect that if they were available separately, we would
see significant orders of each.
Myself, I'm ordering a green and a brown, and maybe a grey, but once I build
the engines as written, I'll probably rebuild the brown one as black for
running on my layout.
