First,do you plan to use baseplates?If so track designer is a great way to
design a town whether you actually put a train layout in it or not.The
program has most of the baseplates produced in the last 20 years so you are
able to design a city layout.
As for sets ,my city has mostly MOCs with a dusting of actual sets.Good Luck!
