In addition to the difficul;ties of transitioning their design department to
a new type of vehicke that would fit a minifigure, Lego also released some
sets twice, the first time with the old, unposeable figure, and then again
with the new current minifigure.

With the particular sets where the vehicles didn't match the minifigures,
they seemed to realize that the new minifigure would be so popular and would
offer such a value, that the sets could sell even without meaningful
interaction between the figure and vehicle.
