| Instead of developing a lock plate with a fixed width, why not create a 'bluff' plate--the equivalent of one of the proposed lock plates, but cut in half lengthwise. | (...) Inland navigable water systems have to have some method of changing level, which usually means locks (there are other methods, but they are less common).
