Hi Don,
If your gear train does not require too much torque, you could try using two
rubber wheels as bevel gears. By having one tire ride on the face of the
other wheel, you can get any fractional ratio you want. I've once seen a car
in a museum that used this principle to create a continuously variable
transmission...
