Looks like a mis-shaped top part with some very bad flashing (where the
mould didn't meet up properly and leaked into the mould seams). It might be
something to do with the plastic compound used in this part - it looks more
like a "soft" plastic rather than ABS, or maybe the metallic colouring makes
the plastic more prone to moulding problems.
If you look at the left arm (on the right side of the picture!) did you
notice that the shoulder is attached at the opposite end to the right arm?
In another photo that's on FBTB
(http://www.fbtb.net/toyfair2002/tfswmini.jpg) you can clearly see that the
"clip" has only one side - looks like it was another mis-moulding.
If these problems slip into the mass manufacture process of these Super
Battledroid parts then LEGO are going to be getting a lot of calls for
replacements.
