It's a black lightsaber blade (or plain rod) from an A-Wing set. The A-Wings
have side mounted cannons with a big and small gun barrel per side. That
piece makes the small gun and attaches with a 1 X 1 topside clip plate.
Turns out those rods work just like axles in Technic pieces with axle groove
holes. The Naboo Swamp set comes with 4 dark grey ones and 1 neon yellow
(for Qui Gon's lightsaber). I'm not sure what other sets have them in solid
colors.
