You are forgetting that there is also a tire that looks like the ballon
tire, but is solid and fits on the older type of 20x30 rims... :)

It appears the the rim diameter is 30mm and the rim width is
20mm, but the rims
and tyres are quite incompatible (one being a solid tire, rim #
4266, and the
other a balloon tyre, rim # 6582).
