Very handy pieces to 'click' somthing in place, and to give some
resistance to hold it there.

They're also used in the Aquazone set 6199 ((URL) The propellers on the sides of the submarine are attached to these pieces to allow them to rotate around, and it's done in such a way that they click-lock in 45 degree increments. --Travis Cobbs (...) (24 years ago, 1-Feb-01, to lugnet.technic)
