Hmm.  Use a pair of pulleys, one attached to the same axle as the gear being
turned against the rack.  The other pulley should be attached to the same frame
as the first, so they move together as the building sinks.  This second pulley
should *not* be able to turn.  Put a rubber band around the two pulleys.
Instant friction.

You'll want to use non-LEGO rubber bands, because they will wear out, and those
LEGO pieces are too expensive to replace.

You may need several pairs of pulleys...
