As Fredrik has already said, it depends, although it is easy enough to
work out if you know the size of the tyres on the car you are trying to
model. Assuming the Technic figure represents a human within a
reasonable height range (say 156cm to 186cm) - the Technic figure is
about 9cm, which gives a scale of between 17:1 and 21:1. Just divide the
size of the real tyres by those amounts to establish the valid "lego
tyre" range.

Sometimes what looks good is a bit different from what is mathematically
correct though!
