Interesting to hear I'm not the only one to experience these issues with
turntables! (In a second-hand technic set I once bought, someone had inserted
ball bearings inside the (old-style) turntbale, which made a really dramatic
difference...)
In this particular model though, lubricating the turntables themselves will the
have the opposite effect of what you want. You want the little pulley wheels
and the hailfire ring to turn freely and the turntables to have friction.

Hm, that's surprising - that's really a lot of added friction - direct drive
times two. I found that just adding an 8t on a friction pin directly on the
bottom was more than I needed, and made the motor sound a bit unhappy. I found
8t to 24t-with-friction-pin on the top was more than enough (1/6 as much extra
friction as your set-up!). Are your little wheels and ring turning freely?
