I've been unable to find a BrickLink reference for this part and the search engine is so lousy now that I couldn't find there it even if I did know what it was called. :( The assembly comes as two (...) How about: EXPERT BUILDER of the MONTH for two reasons: 1) Expert Builder is, of course, the original name of the Technic series of sets. 2) This name would recognize not only the model, but the model's creator.
