The strongest reason to believe it only comes with one miinifigure is that
Tim Saupe over at FBTB says so. His information is very good and always(to
my knowledge) correct. After the original list was leaked this summer he
came out with the exact minifigures list and has been proven correct,
notwithstanding the mysterious 4th figure in the picture of the shuttle.

| (...) I think the reason that conclusion was arrived at was because typically, Lego will try to show ALL the minifigs included in the set when they take pictures. I expect if the AT-ST came with another figure, the picture would show it either on (...) (24 years ago, 1-Nov-00, to lugnet.starwars)
